The Designated Housing Program funds will provide assistance to non-elderly disabled families and enable the Topeka Housing Authority to provide sufficient alternative resources to meet the housing needs of non-elderly disabled families.

The Community Development Block Grants (CDBG) provide decent housing and a suitable living environment, and expanding economic opportunities for low- and moderate-income persons. The Emergency Shelter Grants (ESG) improve the quality and number of emergency homeless shelters. The HOME programs expands the supply of decent and affordable housing to low- and very low-income families. The HOPWA program provides assistance and services to benefit low-income persons medically diagnosed with HIV/AIDS and their families.
